Vulkan: feature for cached non-coherent for dyn/stream buffers On platforms lacking cached coherent memory, ANGLE falls back to non-cached coherent memory for dynamic/stream buffers. This impacts CPU readback performance. Add VK feature preferCachedNoncoherentForDynamicStreamBufferUsage. When enabled, ANGLE prioritizes cached non-coherent memory for these buffers. Enable this feature for Intel Meteorlake SOCs.
