Vulkan: Rename CommandGraphResource to Resource. Also renames the h and cpp files to ResourceVk (to keep distinct from other resource.h/cpp files) and renames 'onResourceAccess' to 'retain'. Cleans up a few remaining mentions of the command graph in comments.
