Frame Capture: Track return value in max resource IDs. This adds handling for return value processing when it comes to maximum resource IDs. Specifically for glCreateShader and glCreateProgram. Fixes MEC with re-capture with the blockman_go and probably other traces that call CreateShader as the final operations during setup.
