Move memory allocation info vars to separate class * Moved the RendererVk variables related to memory allocation to a new class, MemoryAllocationTracker. * Note: The existing variable "mMemoryAllocationTracker" has been renamed to "mMemoryAllocationRecord" to avoid confusion. * Added a custom locale using the class MemoryLogNumberFormat, since the original method did not include formatting on some Android devices.
