Vulkan: Re-enable RGB8 for pbuffers. pbuffers support was removed from RGB8 EGL configs to prevent mismatched surface formats for surfaces backed by external memory, since ANGLE overrides RGB8->RGBA8 for all surfaces. However, ANGLE no longer supports surfaces backed by external memory with the Vulkan backend, so we can re-enable RGB8 for pbuffers.
