Consider textures without an attached Buffer as incomplete There are apps that perform a draw call using GL_TEXTURE_BUFFER but without binding a valid buffer thus causing a crash. Instead consider them as incomplete textures and fail validation checks. Also, there is no need to explicitly track the buffer associated with an incomplete buffer texture, the owning texture will handle cleanup.
