Vulkan: Unify buffer alloc strategy for uploads and GPU copies With this change, glCopyBufferSubData uses the same buffer allocation strategy as glBufferSubData. Only exception is with buffer self-copies which never allocate a new buffer for simplicity. Additionally, this change allows glCopyBufferSubData to be done on the CPU if possible, i.e. if the source buffer is not being written to by the GPU and whenever the equivalent glBufferSubData would have used a CPU upload.
