Remove limit on exposeNonConformantExtensionsAndVersions to expose 3.2 Fix an issue where using the feature exposeNonConformantExtensionsAndVersions would still be limited to version 3.1. Remove this restraint when the feature is enabled. Continue to limit version to 3.1 if either it is a WebGL context or Geometry and Tessellation shader support is not present.
