Vulkan: Do immediate cleanup after finishOneCommandBatch This is follow up for crrev.com/c/4244823. This adds postSubmitCheck in RendererVk::queueSubmitOneOff(). It adds immediate clean up in finishOneCommandBatch and renamed to finishOneCommandBatchAndCleanup.
