Fix ValidateES3TexImageParametersBase for glTexImage*D From the OpenGL ES 3.2 spec: GL_INVALID_VALUE error is generated if internalformat is not one of the valid formats in tables 8.2 or 8.3. glTexImage*D should not accept compressed format. Add check in validation to account for this.
