Vulkan: Make available GLInternalFormatToGbmFourCCFormat GLInternalFormatToGbmFourCCFormat() is not available on Linux because of the guard with the wrong definition, ANGLE_USES_GBM. This also fixes build errors that were occurred after enabling.
