Implement workaround for MAX_COMBINED_SHADER_OUTPUT_RESOURCES. Implement a GL Feature to force MAX_COMBINED_SHADER_OUTPUT_RESOURCES to be the sum of MAX_COMBINED_SHADER_STORAGE_BLOCKS, MAX_COMBINED_IMAGE_UNIFORMS, and MAX_COLOR_ATTACHMENTS. Enable the feature for NV and PowerVR Rogue.
