Vulkan: support creating context with MoltenVK on macOS The Vulkan loader somewhat recently introduced a requirement that clients must opt-in to using portability implementations of Vulkan (such as MoltenVK). Since there is no native Vulkan driver for macOS (and therefore no alternative), unconditionally enable the portability enumeration extension there.
