Optionally support vulkan_memory_allocator 3.x Incompatible API is guarded behind a new define, ANGLE_VMA_VERSION. This allows a soft migration for Chromium and Fuchsia, while allowing clients like Flutter to roll to a new version that is compatible with its revision of Skia.
