CL/Vulkan: Add 3.0 atomic memory order feature macros With OpenCL 3.0, generic atomic_{load,store} functions are defined with memory_order_seq_cst and memory_scope_device as memory order and scope. For these corresponding feature macros need to be enabled. Setting them up accordingly.
