Implement EGL_NV_context_priority_realtime In this extension, new attribute value EGL_CONTEXT_PRIORITY_REALTIME_NV is accepted for EGL_CONTEXT_PRIORITY_LEVEL_IMG. In ANGLE, this extension should depend on VK_EXT_global_priority and VK_EXT_global_priority_query. The implementation of creating device queue is also modified for this new attribute value. New end2end test is added to check if this new attribute works.
