Vulkan: Force prune when there are lots of suballocations destroyed If there are a lot of suballocations destroyed, there is bigger chance that some buffers become empty and we might able to trim down excessive empty buffers. This CL tracks the suballocations destroyed at each cleanupGarbage call and use that information to force immediate pruneEmptyBuffers call.
