Capture/Replay: GN cleanups. This adds a GN "angle_trace_library" template that will be used with capture replay tests and restricted trace tests to share code. It could also be theoretically used to fix the capture replay sample. Also changes the capture replay tests GN to make the test exe always build even without the defines. This is possible because of the switch to JSON from code autogen, and makes it easier to catch and fix compile errors in this test harness.
