Vulkan: Pass non-semantic info from translator to transformer The SPV_KHR_non_semantic_info extension is set up in this change to allow the translator to communicate an overview of the SPIR-V to the SPIR-V transformer as well as mark locations of interest. This would help the SPIR-V transformer avoid having to discover basic ids and such locations. In this change, a few basic types are predefined and the location where new types and variables need to be defined are marked.
