Vulkan: Handling VK_EXT_load_store_op_none on ARM There is a bug on at least one ARM device when either depth or stencil load op is none. Add a temporary work around to avoid this case for ARM driver until angleproject:7370 is addressed. Also add a test to reproduce the deqp test failures with simiplied draw calls.
