Vulkan: Bugfixes in preferGlobalPipelineCache 1. per-program pipeline cache was being unconditionally initialized during warmup 2. mergeProgramPipelineCachesToGlobalCache should be disabled when preferGlobalPipelineCache feature is enabled Also, prefer use of global pipeline cache for Samsung.
