Add validation for ObjectLabel The validation of ObjectLabel is empty. Move the validation in ValidateObjectLabelKHR to a new ValidateObjectLabelBase (except the extension check), and make ValidateObjectLabel and ValidateObjectLabelKHR both call ValidateObjectLabelBase after the version/extension check.
