Do not use std::locale in Vulkan memory allocation tracker As Chromium is built without RTTI, but it may be running on top of system libstdc++ built with RTTI, std::locale should not be used with an inherited facet. This will crash trying to dynamic_cast the facet. This change also avoids having different formats depending on the locale. If, in the future, a format is wanted for improving log readability, then a custom helper should be added, instead of using std::locale.
