Remove essl3 extension requirement for ES3 texture parameters The extensions are not clear about support for the swizzle parameters with external textures. Other parameters are mentioned with specific validation (which is handled in ValidateTexParameterBase). Simply let the other validation handle these parameters and allow the swizzle to be forwarded.
