Vulkan: Enable recycleVkEvent on swiftshader Given that no GPU has reported that vkCreateEvent() + vkDestroyEvent() has more overhead than vkCmdResetEvent(), we will keep the recycleVkEvent feature flag off on all major hardware. Enable the recycleVkEvent feature on swiftshader so we can test the VkEvent recycle code path.
