Vulkan: Enable async features for Secondary Command Buffers. Since, all known problems with Secondary Command Buffers and async features are fixed, it should be safe to allow enabling these features for testing. Locally, this CL passes custom build dEQP tests (EGL/GLES2/3/3.1) with asyncCommandQueue and Vulkan Secondary Command buffers enabled. Tests were executed on S906B that uses ANGLE as the system GLES driver.
