Disable texture_compression_astc_decode_mode exts during capture The GL_EXT_texture_compression_astc_decode_mode and GL_EXT_texture_compression_astc_decode_mode_rgb9e5 extensions are not widely supported outside of ARM and Qualcomm. Disable while ANGLE capture is enabled.
