Improve performance of applyRenderTarget and applyTextures Get rid of unnecessary GetSurfaceLevel/Release calls, move invariants out of the applyTextures loop, and fix the if in getSemanticIndex so we can avoid calling getMaximumCombinedTextureImageUnits. Gets donuts NaCl demo from 14->16 fps.
