Vulkan: reverted back SuballocationGarbage logic. This commit: Vulkan: Switch CommandQueue::mInflightCommands to FixedQueue ad81cc95509379a213b9fddc6e7fe1cafc79115a changes how SuballocationGarbage is processed in the "submitCommands()" method. New logic allows clearing entire "mInFlightCommands" queue. In case if this change was intentional, it should also remove this text from the comment: // But if there is only one command buffer in flight, we do not wait // here to ensure we keep GPU busy.
