Reland "Vulkan: Flush descriptor set updates during flush*Commands()" This reverts commit 420e77a64e890ad4c585d72789ca59501be3ac75. Reason for revert: The crash is in ProgramExecutableVk::getOrAllocateShaderResourcesDescriptorSet(), which is unrelated to this change. Creating a CL to reland this (the reland button is failing), to try and investigate further.
