Vulkan: Remove Serial::valid() check QueueSerial right now checks if serial is valid or not in various comparison. This CL removes valid() method from class Serial and rely on the fact that default constructor always constructs kZeroSerial and kZeroSerial is always smaller than any serial, i.e, always appears as flushed, submitted and completed.
