Vulkan: call traceGpuEvent after queueSerial has been allocated traceGpuEvent() will write to mOutsideRenderPassCommands. This means if we destroy context immediately it will flush OutsideRenderPassCommands. This will trigger assertion that the queueSerialIndex is invalid. This CL moves queueSerialIndex allocation before traceGpuEvent.
