Vulkan: Consolidate BufferHelper's code paths into one There are cases that BufferHelper may not sub-allocate from the pool. For example, when buffer is created from external memory. Right now we have two different code paths in the BufferHelper object and checking if suballocation object is valid or not and pick different code path. This CL consolidates both code path into one by making non sub-allocated case also creates BufferSUbAllocation object and owns a BufferBlock object.
