Implicitly end PLS for framebuffer reads and writes In preparation for removing the PLS allow list, convert more problematic methods to the new paradigm of implicitly ending PLS instead of generating errors. Also simplify the disable logic for framebuffer modifications, and just blindly disable PLS for framebuffer updates, regardless of whether it's GL_READ_FRAMEBUFFER or GL_DRAW_FRAMEBUFFER.
