Vulkan: Rename hasUnfinishedUse to hasResourceUseFinished Most usage of hasUnfinishedUse is for !hasUnfinishedUse, and there was feedback that negative API is not preferred. This CL changes it to positive API name. Similarly renamed hasUnsubmittedUse to hasResourceUseSubmitted.
