Vulkan: Remove UsedInRunningCommands The only difference of UsedInRunningCommands() and hasUnfinishedUse() is the latter excludes the case where it has not submitted yet. But all usages are already checked if it has been submitted or not. This CL removes UsedInRunningCommands and uses hasUnfinishedUse instead.
