validation: Annotate kInvalidInternalFormat errors with values. Use validationErrorF to annotate all internal format errors with the corresponding value of the internal format enum in hex. This makes the errors more meaningful and reduces the amount of debugging required to find out the invalid format used. Before: glCompressedTexImage2D: GL error: HIGH: Invalid internal format.
