Vulkan: Write perf warnings in command buffer It's much easier to understand what command the perf warning refers to when it's visible in the command buffer using a graphics API debugger. This change creates ANGLE_VK_PERF_WARNING which gives the warning both to the application (through ANGLE_PERF_WARNING) and inserts it in the command buffer.
