Remove Program::syncState The last bit of responsibility still left in Program::syncState was to wait for post-link tasks for the sake of EGLBlobCacheTest tests. A new extension, GL_ANGLE_program_binary_readiness_query is created so that the wait can be done in the test itself. This extension is ultimately useful for applications as well, so they can avoid blocking the CPU by calling glGetProgramBinary prematurely.
