Ensure struct SamplerBinding is tightly packed without padding crrev.com/c/4798195 might have caused MSan bot failure in chromium due to use of memcpy on the struct. TextureType and SamplerFormat are both uint8_t, which means extra paddings added for the struct. This CL adds warning for struct padding and fixes the warning as well.
