Reland "Fix multithreaded crash on draw commands on D3D11 backend."
This is a reland of 8b9889bf62272fea2495331b622bde1f7c781bd0
The previous CL relied on a define which now only exists in
a specific gn configuration. This reland removes D3D11 as a
multithread-supported platform in the test configuration.
Original change's description:

Fix multithreaded crash on draw commands on D3D11 backend.
A crash can occur if thread A is executing eglDestroyContext while
thread B issues a draw call, if the threads are interleaved in such a
manner that a makeCurrent occurs without triggering a change to the
global context and a dirtyAllState call. We handle that case by
explicitly making current the proper contexts in the eglDestroyContext
call.
A test has been added that triggers a crash without this fix when
running on the D3D11 backend. In addition, all of MultithreadingTest
is enabled for the D3D11 backend.
Test: Ran MultithreadingTest. Test exhibits a crash before this
change, and does not after this change. Also ran:

Fix crash in multi-context D3D11 backend.
The crash occured due to a lack of marking a context dirty on
eglMakeCurrent(), resulting in a situation where a thread B would
call eglMakeCurrent() but before issuing additional GL calls,
thread A would issue a draw command. Prior to this change, context
state would only be marked dirty on gl calls.

Suppress memory leaks detected by LSAN

be fixed and some are intentional leaks of global variables.
This cl should allow the linux_chromium_asan_rel_ng bot to pass while

Vulkan: Support OES_shader_io_blocks
Enables OES/EXT_shader_io_blocks extensions in Vulkan backends.
With shader I/O blocks, the varyings can now be an array of struct (the
block itself) of struct (nested in the block).
This change is missing a number of features. In particular, if the
shader I/O block has a location decoration in the middle of the block,
that is not handled yet.
Based on changes from m.maiya@samsung.com and jmadill@chromium.org.

EGL: Generate entry points.
This adds two final auto-generated files for the EGL and EXT extension
entry points. It adds a new data file that stores a mapping between
object types and entry points for associating labeled objects with
certain methods. When we generate errors we record the associated
object in the debug message output.
This places the remainder of the hand-written code in "stub" files.
Going forward the work for implementing new extension entry points
for EGL will be to update the registry XML files and then implement
the corresponding stub methods. Event logging, parameter packing,
and validation are all handled by the auto-generated code.

EGL: Expose device query as a client extension.
This matches the extension spec. Previously we were exposing the ext
as a normal display extension. The extension should work without
needing a display.
Because the extension requires a non-null device for every display we
also add a MockDevice class to handle back-ends which don't implement
any attribute query extensions. By default the device query ext does
not expose any way to use devices so this works fine.

Generate CONTEXT_LOST errors on every GL call.
The robustness spec states that all GL calls should generate context
lost errors when the context is lost. This behaviour was lost due to
some context lookup optimizations but can be re-added at no cost by
updating the autogenerated entry points.
Updated the ContextLostTest to cover the repeated error generation
behaviour.

This solves a race condition using the global context.
Sadly we can't use an unprotected variable safely because
it can be written/read from multiple threads doing MakeCurrent.

Fixes a TSAN warning that popped up in angle_end2end_tests.

glRenderbufferStorageMultisampleEXT is special in that it doesn't have

Optimize thread specific storage and retrieval with native ASM
Android reserves specific TLS slots to store thread specific
values. Given that the Context object gets queried on every
call we leverage Android's ASM code to improve the speed of
this operation.
TLS_SLOT_OPENGL is an unused slot in Android and using that
in combination with the ASM code, rather than using the
pthread API, allows angle to store and retrieve thread specific
context object much more efficiently.

Improve EGL_ANGLE_power_preference on dual-GPU MacBook Pros.
Add the ability to release and reacquire the high-power GPU, and to
respond to changes in the active GPU. In Chromium, the GPU process can
not access the WindowServer. An external process must inform ANGLE
that the active GPU has changed, and that ANGLE should switch its
internal context to the new GPU.
Incorporates a couple of functions from WebKit, used with permission,
to effect this GPU switch.
A follow-on change in Chromium which uses these new APIs will make the
existing dual-GPU tests pass with ANGLE and the passthrough command
decoder.
Carry forward Chromium's workaround of disabling GPU switching on
older MacBook Pros to ensure stability.
Document the process of adding new EGL extensions to ANGLE.

Revert "Add type for attribute locations."

and commit d43b057435e6c9e3194dd20627681ffca0c0808e.
It's no longer needed after we bind attribute locations before link.
Original CL message:
This will allow the capture/replay tool to easily intercept and label
attribute locations for remapping.
There's some inconsistency in implementation in the GL desktop front-

we implement the full desktop GL API set.

Change g_Mutex from std::mutex to std::recursive_mutex
When running flatland on android-10.0.0_r21 (Pixel 3), libgui's ~EglImage calls
eglTerminate which grabs angle's EGL entry point mutex. The path continues
to libvulkan where eventually another egl call happens (eglDestroyImageKHR) and
it will attempt to take the mutex at the entry point again. So we try to get the
mutex multiple times from the same thread.
Change this mutex to a recursive_mutex to allow for this re-entry of EGL calls
Tests: android-10.0.0_r21/frameworks/native/cmds/flatland

Expose eglGetMscRateCHROMIUM from EGL_CHROMIUM_sync_control
When ANGLE is using the GL backend on GLX, we can expose
eglGetMscRateCHROMIUM via glXGetMscRateOML. Otherwise, this function
should return false.

Fix and improve UWP build.
Reorganizes the build files to work with a more divided setup. It is
unclear if we'll ever be able to run tests in a UWP config. This at
least sets up the organization so it would at some point be possible.

Upstream WebKit's iOS port of ANGLE.
Added the EAGL backend authored by Dean Jackson from Apple, and the
refactoring changes needed to support it side-by-side with the macOS
backend. Ran "git cl format" against these diffs.
Defined the EGL_ANGLE_device_eagl extension and allocated an enum out
of ANGLE's reserved range.
The iOS backend is not yet included in any of the GN files.

Move Serial utils to their own file.
This will let the front-end access them without pulling in the rest
of renderer_utils. The Serial class in particular will be useful for
capture/replay.
Also adds a very minimal unit test.

Add EGL GGP extensions.
This CL adds two new extensions:
* EGL_ANGLE_ggp_stream_descriptor:
Introduces a new attribute to CreateWindowSurface. Allows the app
to pass in a stream descriptor to VkCreateSurfaceKHR.
Mirrors VK_GGP_stream_descriptor_surface.
* EGL_ANGLE_swap_with_frame_token:
Introduces a new function 'eglSwapBuffersWithFrameTokenANGLE'. This
allows the app to pass a GGP frame token down to vkQueuePresentKHR.
Mirrors VK_GGP_frame_token.

Capture/Replay: Only convert GLES 2 GLenums to string.
Previously the enum conversion script would convert all enums in gl.xml
including those for desktop GL. When replaying from a CPP file we would
sometimes try to use enum values that only are exposed in desktop GL.
One example is GL_TEXTURE_MAX_ANISOTROPY/GL_TEXTURE_MAX_ANISOTROPY_EXT.
GLES only has the "EXT" version. Desktop uses the core version. This
was breaking a replay sample that used the EXT enum.
Fix this by a) including the anisotropy extension in registry_xml and
b) updating the enum script to only parse GLES 2 entries. In the future
we could improve the situation by auto-generating a header that defines
exactly the enums we need for ANGLE.
Also updates the enum helper to use uppercase enum values.
