Vulkan: Rename RendererVk.* to vk_renderer.*
Done in a separate CL from the move to namespace vk to avoid possible
rebase-time confusion with the file name change.

Do not copy parent layer frame position
The position value in a frame refers to its relative position to
its parent. We do not want to copy that to its new child layer.
Test: when using ANGLE (with metal or swiftshader backend) with
emulator frame, it should render the emulator at the right
position.

Vulkan support for MacOS (using SwiftShader)
Created a new WindowSurface/Display for MacOS/Vulkan, along with some
GN changes to get it working.
