Split up EGLContextCompatibilityTest.
Instead of attempting to run numConfigs^2 test permutations in a single
test we now split up each config into its own test. Each permutation
also gets a unique name based on the configs it is testing. Because
there were so many tests on some back-ends (e.g. D3D11) this CL adds
a way to hard limit the number of test permutations by discarding
random tests to reach a specified maximum per back-end.
Uses the GoogleTest "RegisterTests" API instead of using the GTEST
macros. See online GTest docs for more info.
This will allow more easily supporting test timeouts when running
batches of tests multi-process.
As a side effect we no longer need to restrict this test to Release
builds or ignore some renderers.

Invoke the standalone test harness runner.
Previously we were still calling GoogleTest directly. This change
switches the test main funtions to call the standalone harness. Only
affects standalone and shouldn't affect the tests in Chromium or on
the current test setup.

Standardize copyright notices to project style
For all "ANGLE Project" copyrights, standardize to the format specified
by the style guide. Changes:
- "Copyright (c)" and "Copyright(c)" changed to just "Copyright".
- Removed the second half of date ranges ("Y1Y1-Y2Y2"->"Y1Y1").
- Fixed a small number of files that had no copyright date using the
initial commit year from the version control history.
- Fixed one instance of copyright being "The ANGLE Project" rather than
"The ANGLE Project Authors"
These changes are applied both to the copyright of source file, and
where applicable to copyright statements that are generated by
templates.

Add command line option to filter by test config.
This allows us to run angle_end2end_tests with a single config without
using gtest_filter. It will also allow us to run each test config in
a separate process.
