CL: OpenCL support for ANGLE Capture/Replay
Implementation of OpenCL Capture/Replay tool in ANGLE.
Brief notes about the change:
- Most meaningful changes for the capture process are
made in src/libANGLE/capture/
- Most meaningful changes for replay are made in
util/capture/ and src/tests/perf_tests/
- Many autogenerated files are changed/added to allow
the capture of OpenCL objects & calls
- The following applications were captured/replayed:
benchmark_model, GeekBench Compute, GeekBench ML,
AI-Benchmark, various OCL CTS tests
- End2end test added to capture_tests.

Trace tests: generate and use trace list according to gn args
Generates out/<config>/gen/trace_list.json which contains
the list of traces included in the build according to the
angle_restricted_traces gn arg (or all traces if not set).
Test runner uses that file instead of the full restricted_traces.json.
Android runner pushes that file to the device to the usual location
(e.g. /sdcard/chroimum_tests_root/gen/trace_list.json)
This also fixes the issue where
`angle_trace_tests --list-tests`
lists all traces, not just those that were selected with the gn arg.
Similarly, running all traces without a filter would be limited to
the same list.
This transitively applies to trace bundles.

Disable tracegz (trace interpreter) by default, remove from CI
Trace interpreter is incomplete and we've been punting on it.
Can be re-enabled with angle_enable_tracegz=true in gn args.
This avoids accidentally pulling trace sources into builds.

Compile with optimize_max instead of default_optimization
Android builds default to aggressive optimization for size (-Oz) which
results in subpar performance in some spots.
AFAICT the effect of this change on cflags is:
-Oz -enable-ml-inliner=release
to
-O2
Note that -enable-ml-inliner=release has a more significant impact on
the binary size than -Oz/-O2:
With it: -Oz 5.7M, -O2 6.15M
Without it: -Oz: 6.3M, -O2 7.1M
So this change goes 5.7M -> 7.1M (+1.4M). That's in standalone ANGLE
builds. Unsure if Chrome builds might be different.
Skipping a few dEQP tests where this switch seems to uncover UB.

Capture/Replay: reorganize trace-related gni
Move trace-related code from gni/angle.gni to
src/tests/angle_traces.gni
Rename template angle_trace_library to angle_trace_libs as the idea is
for it to build multiple libs.
Name outside-of-apk lib group ${target_name}__unpacked_libs which is
more consistent with how targets are usually named in gn, and makes the
dependency explicitly tied to template instantiation.
