Refine validation for GetQueryObjectuiv
Spec says that after a graphics reset has occurred on a context,
subsequent GL commands on that context (or any context which shares
with that context) will generate a CONTEXT_LOST error.
Exceptions to this behavior include:
Any commands which might cause a polling application to block
indefinitely will generate a CONTEXT_LOST error, but will also return
a value indicating completion to the application. Such commands
include:
- GetSynciv with pname SYNC_STATUS ignores the other parameters and
returns SIGNALED in values
- GetQueryObjectuiv with pname QUERY_RESULT_AVAILABLE ignores the
other parameters and returns TRUE in params

Implement KHR_robustness
* Added implementation for the validation layers for the
added functions, and updated some of the existing ones.
* The core functions require GLES 3.2.
* The KHR functions have been limited to GLES 2.0+.
* KHR_robustness requires GLES 2.0 and removes support
for GLES 1.1 for logistical reasons.
* Some functions require GLES 3.0 with this extension, which become
core in GLES 3.2.
* glGetnUniformuivKHR()
* Enabled robustnessKHR on several platforms.
* Added unit tests similar to ContextLostTest.BasicUsage for the new
cases.
* Added ContextLostTestES32 for the core usage in GLES 3.2.

Fix test dependency on EGL initialization elsewhere.
The current implementation only works because
RegisterContextCompatibilityTests in
EGLContextCompatibilityTest.cpp initializes EGL beforehand.

Generate CONTEXT_LOST errors on every GL call.
The robustness spec states that all GL calls should generate context
lost errors when the context is lost. This behaviour was lost due to
some context lookup optimizations but can be re-added at no cost by
updating the autogenerated entry points.
Updated the ContextLostTest to cover the repeated error generation
behaviour.

Fix ContextLostTest if robustness ext is disabled
Reset notification behavior is defined in the
GL_EXT_robustness extension, and the resulting
context must support the extension and the
specified reset strategy. So if the ext is not
supported, it should disable delivery of reset
notifications.

Vulkan: Disable robustness support
Swiftshader does not currently have the ability to behave in a way
for ANGLE to support KHR_robustness. Disable for now until that
functionality is available.

Lost no-error contexts should gracefully handle GetProgramiv, etc.
Includes test that a lost no-error context doesn't crash on getProgramiv.

Remove several underused platform configs.
* Removes D3D11 Warp and Reference configs from tests.
* Removes several permutations of OpenGL back-end specific configs.
* Removes FL 9_3 since it is no longer supported.
* Removes present path "Copy" since it's redundant with normal D3D11.
Reduces number of configs from over 60 to 25.

Return that polling queries have completed after context loss.
KHR_robustness says that certain queries that poll such as GetSynciv with
SYNC_STATUS should still generate errors after context loss but also return
that the result is available.
