  Vulkan: set storage external memory before the description
  
  This is a partial revert of 86d9d66dce02f5ae27ca71a94fcdc485bcd7a3ad.
     "Vulkan: Determined sized-ness of format in initImageViews."
  
  When the image descriptions are set, then we already need the
  storage information, otherwise the Vulkan validation layer may
  complain, and the replay part of some Capture/Replay tests
  will fail.
