  Implement fast GetCurrentThreadId() function.
  
  This function is 7-8x faster than GetCurrentThreadUniqueId() on Android.
  
  This CL is required for future CLs related with Global and Context
  mutexes.
  
  Test: angle_unittests --gtest_filter=SystemUtils.GetCurrentThreadId
