  Allow RASTERIZER_DISCARD while PLS is active
  
  Writes to pixel local storage can just be discarded as normal.
  
  The only special interaction we need is that BeginPixelLocalStorageANGLE
  always clears the PLS attachments, even if RASTERIZER_DISCARD is
  enabled.
