  Vulkan: Add flushCommandsAndEndRenderPassWithoutQueueSubmit()
  
  Add flushCommandsAndEndRenderPassWithoutQueueSubmit() to allow
  ContextVk::flushAndGetSerial() to only issue a single vkQueueSubmit().
