  Vulkan: Add fast path for pack buffer copies
  
  When vkCmdCopyImageToBuffer is possible, it is used to implement
  glReadPixels with PBO instead of a CPU readback.
  
  A few tests are added to verify synchronization between pack/unpack and
  compute shader writes.
